This scheme, as Governor points out, has been

the subject of separate correspondence and the position is that the first Section, estimated to cost $3,500,000 has been approved, while the remainder of the scheme, estimated at $13,500,000 will be submitted to C.E. when details have been collected. In the circumstances, and in view of the urgency of the scheme, I do not think that we need query this expenditure.

I should, however, still be inclined in spite of Governor's protests, to make some reduction in the general P. W. Estimate, but in view of his assurances I doubt whether we need do more than tell him to

postpone all items on which work has not already been started, which will mean a saving of about $650,000. As these works could not in any case be started until about half way through the year there could be no possible harm in holding them up until Sir E. Stubba' succeseor has had an opportunity of reviewing the position. I think we could let the rest of the Estimate stand, in view of the probability of the Rev- enue Estimate being substantially exceeded, and await the detailed programme covering the next four years which Governor is going to draw up and send home for our information, and that of his successor.
